Yes, from the data, we can see that even their are two sharp downs, however, most number around 15, so we can predict that the behavior would stay somewhere around 15 scratches per day if I were to just continue with baseline.

It not only describes the current behavior, but also helps us predict what may happen if nothing changes. Without a clear baseline, it would be difficult to know whether the intervention actually caused the change in behavior.
